EPA expands 'nonattainment' air-quality zones in Utah
The Environmental Protection Agency put three more counties in Utah -- Box Elder, Cache and Tooele -- on notice that they may have to institute vehicle-emissions testing programs due to rising air-pollution levels; Salt Lake, Davis, Weber and Utah counties already have such programs in place.
